Whatever the cause, it is embarrassing and redesigning/reengineering the next carrier to have steam cats and hydraulic arresting gear is not going to be a trivial exercise. And, of course, we – the taxpayer – get to foot the bill and money that could have been spent on recapitalizing the fleet and building new ships will get funneled off to this project.
Way back when I was a mechanical engineering student, a professor had a sign in the classroom to suggest the order of magnitude of the problem if one does not get the design right the first time….

*$10 to change the design after it been approved*
*$100 to change the design part after the first prototype has been made*
*$1,000 to change the design part after it fails a form, fit, function test*
*$10,000 to change the design of the part after it is assembled in the first prototype*
*$100,000 to change design the part after it goes into production*
What makes this matter worse is that those who made the decision to install electronic catapult and arresting gear have been promoted or gone on to other jobs or retired and will never have to pay the consequences for their bad decisions. This is one of the fundamental problems with defense (and government) procurement, i.e., no one is held accountable for their bad decisions for which we, the taxpayers, pay the bill and operators suffer, or worse, are injured and die and our national security is put at risk.
