Reading between the lines, the squadron was operating toward the dark side of the gray zone and the folks raising the alarm bells were either told to keep quiet or were harmed professionally for speaking up while the front office kept a lid on it. Not that something like that has ever happened. Oddly no mention of any maintenance disciplinary actions, but I suppose that could be handled quietly.
