When I was on the CincPacFlt staff in the late 80’s, we did the IG Inspections of AirPac. I believe it was a two week process. The PacFleet IG was a one star, who took SMEs from the CPF staff. We had no issues with the three-star. Terry Daugherty

I don't know when the job became a three star billet, but it was overdue whenever it happened.
