When I was aide to the Naval Inspector General in the late '70's, the IG was a Rear Admiral, lower half.  It was very hard for him to review senior commands like AirPac if the incumbent was a "flamer."

I don't know when the job became a three star billet, but it was overdue whenever it happened.
